Internal support mechanism
1. The Arms Trade Treaty Voluntary Trust Fund (VTF) is a flexible multi-donor Fund established under Article 16 (3) of the Treaty as a mechanism to give effect to international assistance, through the deposit and disbursement of funds, for Treaty implementation. The VTF is administered by the ATT Secretariat assisted by the Selection Committee consisting of up to 15 members appointed by the Conference of States Parties, including donors as well as non-donors to the Fund, to ensure diverse representation.
2. The VTF aims to assist, primarily, requesting States Parties requiring international assistance to implement their Treaty obligations, mobilise resources to support States’ implementation of the Treaty with respect to ‘legal or legislative assistance, institutional capacity building, and technical, material and financial assistance’ and improve the efficiency and effectiveness of international assistance through coordination and avoidance of duplication to realize effective Treaty implementation.

1. The primary objective of the ATT sponsorship programme is to maximize the scale and diversity of participation of experts from States in ATT meetings to ensure representative and participatory discourse and decision-making during the meetings and, ultimately, contribute to strengthening implementation and universalization of the Treaty. The ATT Secretariat administers the ATT sponsorship programme in accordance with the Administrative Guidelines adopted by the Fifth Conference of States Parties to the ATT in August 2019.

1. The Arms Trade Treaty (ATT) Secretariat is implementing The Arms Trade Treaty Implementation Support Project (ATT-ISP) which aims at supporting States in the effective implementation of the ATT. The ATT-ISP is supported by the European Union.
2. The focus activities of the project are:
a. Capacity building for National and Regional AT experts (training the trainers):
This activity aims to build the capacity of national and regional ATT experts to provide advice and training on ATT implementation at the national and regional levels in order to improve the quality of training and implementation assistance, contribute to better tailoring capacity-building efforts, and reduce reliance on international consultants and organizations.
b. Capacity building for States Parties on ATT reporting obligations and compliance:
This activity aims to increase understanding of ATT reporting obligations and raise the compliance capacity of ATT States Parties thereby improve reporting practices by States Parties particularly States in regions with low reporting rates.
c. Support of the operationalization of the needs and resources database to facilitate international assistance:
The purpose of this activity is to maintain and enhance, as necessary, the database for matching offers of and requests for assistance in order to promote the implementation of the ATT.
